Scope – What is a Standard?

Any protocol or format by which information can flow across components that can be mapped onto the Local Government Standards Architecture Reference Model.  

  • Interoperability, e.g. XML, XPDL, SOAP
  • Metadata, e.g. IPSV, LGCS
  • Enterprise , e.g. Citizen Account, Property Addressing
  • Line-Of-Business, e.g. Council Tax
  • Devices, e.g. Browsers, Smart Cards

Any methodology that a Local Authority may use to bring about Transformation within the organisation  

  • Change Management – MSP, Prince 2, Risk Assessment, Enterprise Architecture
  • Implementation – Procurement
  • Security – t-scheme, 7799
  • Policy – Data Protection, Privacy
  • Multi-Agency – Data Sharing
  • Knowledge Management – Statistics, Intelligence
